Phainon's kit is built around his story. He collects coreflames alongside his friends, but in the end, he stands alone.
However, post 3.7, he no longer stands alone, instead he marches towards the true dawn alongside Amphoreus.
So, what if for his novaflare, they simply make it so he doesn't depart the team anymore? Yes, It will affect his kit identity, but I truly think it does make sense.

Many people call the story of Phainon, Cyrene, and even Acheron 'reheated nachos' but can that comment not be said about everything that has ever been written?

These characters share appearance's and story troupes with their original variants but if we alter the way they look would the general audience call them 'expy' and spit out derogatory terms like mentioned above?

Every type of character that has been written before serves as inspiration for others to write their own characters which is then inspiration for someone else.

Is Phainon an expy of Anakin Skywalker? Both can be defined as fallen hero's. Is Cyrene an expy of '[insert xyz female character] who sacrifices her own joy for her people?

This is not necessarily a defense of these characters but meaning to highlight that those who bark out hate for their story on the mere basis that they are expy's would not do so if the characters had simply looked different.

This can also be said about the Flamechase of hi3 and hsr. Merely alter the wording of 'flamechase' and anything that derives from hi3, nothing will change in the story itself and suddenly a good amount people will not even realize that hi3 is the inspiration because most, and this is going to be controversial, Just larping around.
