HLR Deferred My Hip Claims After Multiple C&P Exams

Looking for advice because this HLR decision confused me.

My HLR decision says:
Right hip limitation of extension stayed at 0%
Right hip flexion (30%) was deferred
Right hip impairment of thigh (20%) was deferred for “further development”

I’ve already had multiple C&P exams and even got an increase from a previous exam, so I’m confused why they’re still deferring things.

The letter acknowledged painful motion in basically every direction, but still denied the extension increase because it wasn’t limited to 5 degrees.

Since this is an HLR, does this mean they found a duty to assist error and are ordering another exam? Is a deferral usually a good sign or just more delay?
Anybody have deferred HLR claims come back favorable?
