18 months ago I hired a company in Burlington, Ontario to put in new concrete steps. The concrete is breaking open and the pink plastic sheet is showing on the run and rise. I contacted the company, sent them pics and was told, “the concrete is exactly how it should be”. I’ve never seen this problem anywhere else. I’m concerned the concrete is poor quality and that the problem will spread. Comments, suggestions are appreciated. Thanks
