What is the deal with documents containing the f like type character instead of s. I am posting a picture from the American revolution with this exact type. Both the s and the f thingy seem to be present in the same document and make the same sound phonetically. It has to be a grammar rule?

Hi guys,
I am looking at getting an ebike/scooter for a short commute to a part time job. (Less than 3 miles.)
I don't believe there are any major hills and I don't care about speed. I really don't want to walk this distance. I have some cartilage trouble in my dominant knee and curious if anyone here has experience with knee pain on a scooter. Is this an acceptable alternative?
