Can I salvage this dying peach (or apricot?) tree by cutting it down and letting the small shoot become the new tree?

This tree is barely hanging on but I’m curious if I could cut it down and let the small off shoot at the base grow and become its own new tree? It’s about 4-5’ tall and pretty straight. Does it work like that? Is the shoot above the grafting line/will I get the same type of peach/apricot fruit? I recently moved onto this property so I don’t have any info about it nor do I really understand how it all works… just hoping to save this guy in some way! Thanks :)
