I don't get this all HDR thing. Apple only allows to turn on HDR when consuming officially supported content like photos, Apple TV and etc.?

1. But what if I have a torrent video HDR10, can I watch it with HDR? lets say using IINA

2. Why in youtube in safari there is HDR option when selecting quality of picture?
