Many people say that DP is a good sign but is it possible that DP turns into rejection? Doesn't all applications go through admissions?

What does decision pending mean? I saw that some say it's a good sign as your application has been approved and passed to the admissions office. But I would like to ask what happens if it is a rejection does it not go through the admissions office?
