How do I cut these joists flush?

I need to install a new rim board/ledger so we can rebuild the deck (properly this time).

Background:

My parent’s home isn’t super old (~40yrs) but the builder was a contractor who took a lot of liberties with cheaper DIY-style decisions. For example, using the 2nd floor joists, untreated and not meant for exterior use, extended out to support the deck, with the rest of the deck structure being made of untreated OSB (and no support posts). So, needless to say, it was about to collapse on us all and had already been roped off for the last 10 years or so before we’ve gotten around to removing and starting the replacement. Honestly I’m surprised it lasted as long as it did, we’re lucky to be in a desert area without much real moisture. Any thoughts and suggestions are appreciated!
