PCS I-Enroute Per Diem Question: Staying at San Diego Navy Lodge, orders say GMR only if "BQ/Shipboard" available?

Doing a PCS move from Sasebo to Yokosuka with a 33-day I-Enroute school stop in San Diego.
I am booked to stay at the Navy Lodge on base. My PCS orders have this exact verbatim clause regarding food per diem:
"Government meals per diem rate is directed if government quarters are available (bq/shipboard) and base has a government mess appropriated funds galley. if not available or partially available, obtain an endorsement."
Since JTR classifies the Navy Lodge as government quarters, but my orders specifically target "bq/shipboard" to trigger the lower Government Meal Rate (GMR), what is the ground truth on the checkout endorsement?
Will the San Diego schoolhouse admin stamp my orders on Day 1 stating "BQ Not Available" since I am in the Navy Lodge? If I get that endorsement, will my ultimate command honor the full San Diego locality M&IE since I am not in a BQ/Ship, or will they try to burn me down to GMR because the Lodge is technically "Gov Quarters" under the JTR definition?
