A friend of mine recently spent his money on bonelab, so he and I can both play fusion, but when he tried modding the game, the meta app refused to let him turn on dev mode because he apparently didn't own the vr(he has 1 account on the vr headset).

After doing some research on google, it said the only way to fix it is to either unlink the vr and link it back, or to factory reset but he disagreed multiple times to resetting his headset. Might be useful, he uses a Quest 3.

Is there any way he can still mod it or not?
