Weird: Safari not able to connect to websites *every other* login

My Issue:

This is on a Mac that has two accounts, one of them being mine. Every other time when I log in, Safari does not connect to any websites. Instead, the line in the address bar starts filling, then stops at about a quarter full and just sits there forever.

Mail.app is also affected, I suppose it uses Safari to render content.

Rebooting fixes it. Once I get logged out and log back in, the problem occurs again.

Chrome and other browsers work. Network connections are working.

This issue does not occur on any of several other Macs in the same location with similar setups that all have just one account.

Things I've tried to no avail:

  • Deleted the Safari cache and cookies
  • Deleted Safari .plist files
  • Reinstalled macOS from the recovery partition

About the Mac:

  • Apple Silicon with the latest version of macOS (but this issue has been going on for at least a year or so, and with all release versions, in exactly the same way)

Please do not tell me to:

  • Just use Chrome/Firefox/Brave/Opera/Edge/Internet Explorer/Netscape/Mosaic (don't want to for multiple reasons, and it doesn't solve the Mail.app issue described above)

I'm considering simply erasing everything and reinstalling from a backup, but before I do, I would be thankful for any input.
