State Retiree here. I will be 65 in just a few months, and my wife isn't even 60 yet. She is still working, and we are both on the basic Kaiser plan through CalPERS. My own work history does not qualify for free Part A under Medicare, but hers will when she reaches 62.

Do most State retirees simply stay with the basic plans through CalPERS after the SSA sends proof of disqualification for free Part A? And how do we officially "apply for Medicare" before 65 in a way that protects us from future lifetime penalties on Medicare premiums, inasmuch as we will not need/want Medicare at this time.
