Was given a copy of Ruby but it's in rough shape. It won't boot, just comes up as the scambled logo. I opened it up to find a filthy board and a botched battery replacement. Cleaned everything with IPA and removed the corroded battery but it still won't boot.

Looks like the small chip is missing a solder leg; would that keep it from turning on? Any advice on repair?
