Why doesn't the Town require new developments to bury power lines?

With all these new multi-million $$$ developments, we still have outdated above-ground power lines. Why not require the developers, while constructing these massive developments, to update and bury this type of infrastructure?

Can someone better explain the new property tax discussed in this article regarding a new "district"?

Will the entire Town of Cary have an additional property tax levied to pay for this district, or is there a specific area that is included in the newly proposed property tax?

The citizens recently voted down a bond (tax) for the same area. This just seems like a workaround/loophole to still tax citizens.

I love, and frequent, some of the businesses in this area (Thai Villa and Bakers Dozen are amazing) and want to see them and the area prosper. I'm trying to learn, and wondering if this is the best way?
