Crazy question,

Can a Supervisor or Section Chief change your Job within the VA if you ask them to?

In other words, if I was to send my supervisor and her Supervisor (Section Chief) and email asking them to help me find another position do they have the authority to place you somewhere else, possibly ANOTHER Section or are they regulated to openings and/or jobs that are in USA Jobs or going through the standard regular process?
