I'm in the post game and am still unable to upgrade familiars in the Crossroads and cannot recruit Hecuba and Gale

I've done multiple runs with the frog, bird and cat and have initiated various dialogue with Hecate about the animals both in the fight and Crossroads

When I run into the dog in the fields there's only an option to greet even though I have more than enough treats, same with the cat near Olympus
