A-Z Handling of migrating multiple properties from one state to another - Payment structure question.

I have a small number of properties in a HCOL state and I'm moving those properties to a MCOL state where my hope is to move into multifamily. I have a realtor who is hungry and I trust to get the job done. I have a realtor where he's not licensed. I want the person I'm trying to figure out how to pay to handle walk-throughs of existing properties determine sale price(other realtor if needed), closing dates, verify state and what needs to be done etc.. and for after that an investment plan for that amount in another market. Is that reasonable? I

How do I structure payment in an offer where I expect this type of work? I realize I'm asking a lot. He's got a large amount of PM exp as well as realtors exp, I want him to identify a growth plan and I really don't want much to do with it beyond that. Just a percentage? monthly amt & %? They are a realtor but this seems outside the scope of a brokerage.
