Does anyone know what this place is?

It's in San Fierro. It's an underground entrance that doesn't open. If you stay outside, lots of cars come out, but if you go in, it disappears.

Does using widgets on the home screen really affect battery life that much? And does it actually work to go into each app and restrict its startup instead of letting the device optimize it? It might be an obvious question, but it occurred to me and I need more information.
