16F ,10k steps , is it enough?

Hi this is my first post here !! : D < 3

I'm 16F 161cm and my main goal rn is to reduce my upper thigh a little bit cuz it looks slightly big on my frame and very jiggly unfortunately - current measurements : 19-19.5in thighs - I googled and it told me its fine, but personally I feel my upper thigh is slightly bigger ish looking and i kind of want it to match the rest of my body (too jiggly on top for me).

I started 10k steps and today was my second day (lowk proud of myself for waking up lmao🗣️) and I'm just trying to get my thigh to a 17.5in to 18in but like not in an emasculated way, I'm eating well as far as I know >!(idk I'm trying not to track and control since I HAD *cough cough PAST* AN) !<it's just where I feel best. I'm not sure about my weight exactly (haven't checked since then) but probably above 43 kg.

Well how long do I do the 10k steps to get to my goal? or atleast to see desirable changes, I don't want much growth in quads either (hence the walking only) and is there anything else I should do? : D

Any help would suffice!!
