Putting together a 750 custom for the first time. What is this, and where should it be plumbed? Thanks.

81 CB750. No carbs and some missing side panels. Turns over. Tank was drained and shows no rust. Current owner reports it’s been sitting since 2005. Is it worth the effort to restor? He is asking $400.
