Ventura county, California

My mom hired a contractor to fix her garage door opener (she found him on a website called thumb tack that she has used before to find workers for home repairs). She never received an estimate or quote. She was told it couldn't be fixed and had to be replaced and he started the work right away. She only received the attached invoice after the work was done. She paid a total of $10,120 for a new garage door opener (Liftmaster powered by Q), new rails, and a new spring. My concern is the prices charged and the fact that there is no identifying information on the invoice. And no contractor license number on the invoice or the website. The blacked out area is their phone number which is different than the phone number on their website and different from the one that sent the text. After they left she received this weird text which makes it look like they are trying to cover their asses.

I know that she made a lot of mistakes but I am trying to gauge how badly she was taken advantage of before I take any steps to rectify the situation. Are these prices as outrageous as they seem? And is that text as sketchy as it seems?

I think I included everything the rules require for homeowners posts. I hope I didn't ramble too much.
