Was just about to sand and mud over some water damage when I noticed this weird fibrous texture on the inner plaster layer. How cooked am I? For the record, the apartment was renovated in the last few years, but I suspect they simply painted over the original layers.

Edit: the fibers weren't there yesterday when I first scraped could this just be efflorescence?
