Recently watched a streamer friend from SG and the chat that I've been sending wasn't getting through but it shows that it was sent on my end. They can't see what I sent in chat and also not showing in their chat overlay (as a confirmation). Restarted my router and PC, even experimented on changing my IP or DNS but it's not working, and cleared my cache and cookies in my browser as well. Tried a VPN, it works but shaves off my usual average Down and Up speed and my usage time was limited.

Everything else works. YouTube, Discord, (any)Socials, and I can log in and out of my Twitch and watch anyone else's stream.

Experimented more, tried sending chat from my other streamer friends or streamers that I frequently watch. I can claim channel points and whatnot other than my chat not sending through. Though I won't try sending cheers XD.

Found out it could be most likely regarding with PLDT's IP is either flagged or blocked by Twitch but not sure why and it's so out of the blue. When using my mobile data my chats are sending through to my streamer friend from SG and others.

But things got a little weirder... I sent a chat between two streamers that are in PH. One is sending through and they are using PLDT. And the other isn't but they are also using PLDT(though they are not sure if they are using PLDT but most likely not).

Anyone else also experiencing this weird issue right now?
