If I’m going to redo this/fix correctly, I need to move/build so the top of the deck is another 2 to 3 inches lower than it currently is to avoid door splashes/basement leaks etc., right?

just seeing if it’s worth trying to salvage the lower joists/beams as they currently sit versus totally redoing
