I know it was a mystery and the teens solve the mystery - some sort of environmental issue with their town and either a hydraulic dam or a power plant. Something near the ocean because the tides are involved.

They are holding onto the metal grate at the top of whatever part they're stuck in as the water is coming in and are rescued just in the nick of time.!<

I was super into romance novels as a teenager so I am sure there is some subplot of a romance between two of the friends. I feel like there were four or five friends in the group.
