Was this cut caused by the spoke hole? Possible fix?

When i woke up yesterday to do a bike wash, i noticed the rear tire was flat. I only did a spin the day before, just an easy hour ride and did not hit any pothole, otherwise i would notice, and the tire was ok when i got home. When i saw no glass or wire on the tire, i did a thorough check and found the inner part of the tube had a small cut, beside the spoke hole, not exactly where the hole is. The spoke hole mark is beside the cut as seen on the first photo. Rim tape looks ok and smooth when i checked it, nothing to suggest something from it caused the small cut. And i found no debris inside the tire that could possibly have made that cut.

What could’ve caused this? And how to fix this? I don’t want to put new inner tube right away. Can i put Topeak glueless patch where the spoke hole is, or is it time to get new rim tape? Or maybe a layer of electrical tape?

Nag recovery spin ako the other day. Di naman ako nadaan sa lubak o pothole, and ok rin ang tires paguwi. Pero nung magbbike wash na ako kinabukasan, napansin ko malambot and wala nang hangin yung rear tire. So chineck ko, wala namang bubog o wire o kahit ano na pwedeng makabutas. Tinanggal ko wheel to inspect thoroughly, and ayun may maliit na cut o hiwa sa inner part ng tube, malapit sa marka ng spoke hole, hindi directly sa tapat ng spoke hole, as seen sa 1st pic. Ok pa naman ang rim tape, walang sira, and pag hinawakan mo yung area, makinis, walang makakapa na maaaring magcause ng cut o hiwa sa inner tube. So ano kaya pwedeng cause ng cut na ito?

Di ko muna nilagyan ng new tube until malaman cause and ma-fix ang prob. Ano kaya pwedeng remedyo? Ok lang ba na lagyan ko ng glueless patch yung spoke hole and katabing area nito? Ginagamit ko rin tire boot itong glueless patch and ok naman. Lagyan ko ba ng isang layer ng electric tape yung rim? Or palit rim tape na ( pero mukhang ok pa rim tape)?
