Looking for some advice on behalf of a colleague.

Our cohort recently started our 6-months of classroom learning as Student Officers in a England/Wales force.

One of my colleagues has been Issued a reg 13, phase 1 after not passing one of the assignments. They were only 1 mark off and have not been provided with an opportunity to resit. They have not been given any development plans, opportunities for reflective practice or even had ANY discussion with their tutors about it in or outside of a tutorial. Instead, they came in the next day and were advised they would be receiving a reg 13 despite their being no prior issues.

I have some experience of policing (albeit, not as an officer) after working in another force previously and I cannot believe how harsh this is.

I know that the outcome of the phase 1 is likely to be a development plan but I'm stunned they felt the need to issue a reg 13 to get to a development plan. As there have been no previous issues, they haven't yet had the chance to resit and nothing was communicated about concerns prior to this it seems to me to be bang out of order.

They have gone to the Fed who aren't being supportive (I know it can depend on what rep you get - they are considering getting a new one).

Does anyone have any advice/experience of phase 1 reg 13s and whether there is a way to challenge or have them cancelled altogether? My colleague is happy to have a development plan, 1-1 coaching or additional supervision and is hardworking but it doesn't feel fair that they should have to deal with a reg 13 for something so minor without receiving any previous support or concerns.
