what the fuck am I even supposed to do against Axl as chipp?

im shit at fighting games, strive was my first game and i have 700 something hours and i'm hard stuck plat 1.

i genuinely just do not understand what I can even do in neutral. Dash blocking feels like it doesn't do anything against rensengeki, especially with the delayable kaboom followup. the pushback makes dashblocking feel sisyphean. if you try to jump over it, he has the rensengeki up followup and the biggest and best anti-airs in the game.

it feels like he can react to almost anything with a response that leaves you fullscreen again, and you can't really play the long game, especially as Chipp, where your effective range is so low. Does Axl genuinely just have to make a mistake for me to be able to get in?

I am so fucking stupid

How do I get myself better at adapting in a round? I've been hard stuck plat 1 for a while now on Chipp, and I have an absolutely abysmal winrate. I think a big part of this is my inability to adapt to my opponent's behaviour during and between rounds.

The thing is, I'm a bit better at this with other characters, like Potemkin or Testament, because I actually have to be patient in neutral or defence. But Chipp's pedal-to-the-metal playstyle and low health has given me a bad habit of always doing shit.

What can I really do about this? One thing I'm already working on is just being more patient and deliberate, but what can I do to try and improve my on-the-fly adaptability? How do I keep myself from hitting the fourth Zato-1 Oppose in a row?
