I have been experimenting with the affects of different steering files on the spec workflow, specifically how it influences the requirements/design phases.

So far, it looks like the only way to influence these two spec docs is to add steering files via markdown files (either global or project).

MCP and Agent Skills has zero affect at influencing the output.

My working theory is perhaps that these are only used as part of the implementation/tasks phases (currently pending my testing) but interested in other folks experiences here.
