Yesterday in Colonial Acres neighbourhood near Conestoga Mall, I witnessed something deeply disturbing and I’m trying to understand what to do next and whether anyone else saw what happened.

A man in my neighbourhood killed a raccoon in front of me and two young children. The raccoon was coming down from a tree beside a driveway on Eastgate Walk and did not appear aggressive. The man walked over from across the street and attacked it with a shovel, striking it multiple times and continuing even as it tried to move toward the curb. Throughout this, he was laughing. His partner was nearby holding a baby.

When I asked him to stop, he responded “watch me,” and after it was over he told me “you’re next” and followed me toward my house while holding the shovel. The evidence from a neighbours doorbell camera captures the entire audio (police reviewed) including the children screaming and his comments. I also recorded a video afterwards where he laughed and said he felt “amazing.”

I called police 3 times last night and received one call from the dispatched officer who came to my door. 3 WRPS officers came to the neighbourhood and were here for around two hours speaking with people. However, when I followed up today, I was told there is no record of my calls or of any officers attending. The staff sergeant I spoke with said he would try to look into it and get back to me, that everyone is on holiday, but right now it’s being treated as if nothing happened.

I’m posting to ask if anyone in the Colonial Acres area saw police cruisers on Eastgate Walk yesterday or had any interaction with officers. I know at least one neighbour has doorbell footage of police at their door, and I’m hoping others may have seen something as well.

I’m also trying to find help for the raccoon’s babies, as it appeared to be nursing and there may be young under a nearby deck. If anyone knows a local wildlife rescue that can respond quickly in Waterloo, please let me know.

Finally, if anyone has experience with how to follow up when police records seem to be missing or how to escalate something like this, I would appreciate any guidance.

Three WRPS officers were at my house for 2 hours, but the Staff Sergeant now claims there is absolutely no record of my 3 emergency calls or any officers ever being there.

The Incident:
I watched a neighbour slaughter a healthy nursing raccoon with a shovel—striking her roughly 10 times and stabbing her with the spear-end while laughing. This happened in front of me and two young children. The man’s wife watched while holding their baby.

The Victim's Temperament:
This was a local nursing mother I have seen in my backyard before. She was not a "nuisance" or "aggressive" animal; she was overweight, slow-moving, and extremely gentle. She showed zero signs of hostility or illness. She was simply descending a tree when this man chose to walk across the street specifically to kill her.

The Threat & Evidence:
When I pleaded with him to stop, he smiled and said "Watch me." Afterward, he told me "You’re next" and followed me to my house with the bloody shovel.

• Ring Audio: Captured the children's screams, his "watch me" comment, and the direct death threats and insults that continued after the incident.
• Admission on Video: I have film of him after the act. When I asked how he felt after killing an innocent animal, he smiled at me and said, "I feel amazing. Thank you buddy, thank you buddy," while laughing.
• Digital Trail: I have caller ID proof of the police calling me before arriving, and logs of my 3 calls to them.

The "Vanishing" Investigation:
3 WRPS officers were in our neighbourhood for 2 hours yesterday speaking to witnesses. Today, the Staff Sergeant told me they have no record of any of it. He asked me "where did they take statements" because on his end, it's like it never happened. He says he’ll try to find them and have them call me in "a week or two." This is a massive public safety failure—a man threatened a neighbour with a weapon, and the record has been wiped.

🚨 WITNESS CALL:
I need to prove the police were here. Did anyone else in Colonial Acres see the 3 WRPS cruisers on our street yesterday? There is a neighbours Ring camera footage of them at their door and the entire audio from the incident, but I need other witnesses to come forward so the police cannot continue to claim there is "no record" of this investigation.

Current Situation:

• The Babies: The mother was nursing; her babies are now dying under a neighbour's deck. I need an emergency rescue contact in Waterloo.
• PAWS: A Provincial inspector arrived this morning and is involved and taking the situation seriously.
• Safety: A violent individual is still on my street with no police oversight because this was a "neighbourly dispute" without enough evidence.

2. Accountability: How do I handle WRPS "losing" an entire investigation into a death threat?
