shower tiles on the ceiling side of window sill were sagging. i removed the tiles and this is what is behind them.

no water damage, no mold. but do i just reaffix the tiles to this? or should i add a water barrier?

i want to reuse the tile but the backs have CHUNKY drywall cement/ grout on them. any way to remove or do i need to use fresh tile?

the tiles in the upper part of my shower window (parallel to ceiling) are sagging down… i was thinking of just using silicone but was told i might need to remove and re- grout. looking for insight. i think it has been like this for a bit….
