NVOCC here. Hoping to get some guidance from other brokers regarding AGOA.
We have products coming in under HTS 6110.20.2041. I was under the assumption that to claim preferential treatment/duty-free (assuming the product meets all eligibility requirements), the HTS code needs to be accompanied by the appropriate provisional 98 number.
Our broker says it's not eligible because it lacks the SPI "D" indicator.
The really confusing part is that the Office of Trade Textile Policy and Enforcement said SPI "D" is not needed, and what I assumed was correct (visa/cert of origin/provision 98 number).
However, the CEE Apparel office gave our broker the exact opposite answer (that SPI "D" is required).
Does anyone have experience with this that can provide some insight?
