Why why why

My first 2 shorts on a new channel with 2nd level feature eligibility got pushed to around 1k, but the new one I posted has been stuck at 0 for an hour. For context I started my channel 2 days ago and posted 1 short each day since then

Why does this happen? What should I do?

So, I have used my phone number to get second-level feature eligibility in two past channels about 1-2 months ago and deleted the channels today. Now, when creating a new channel and trying to verify, it says I have already done it for 2 channels. Do I have to wait 12 months or can I just wait a few days or so until the deleted channel data is gone?
