This is based on 2 points:

- When SSB Vegeta was released, his design was intended to be used with this Trunks, who helps him in several situations he's currently struggling with

- This Trunks along with RED SSB Goku, are the only characters from the 2nd Anniversary who haven't yet received a Zenkai, which is quite strange after so many celebrations with Future

It's known that devs create designs for different characters that should be released together, but they're released separately (we've already had two cases this year)

If he were to get a Zenkai, he could cover (as he did when he first came out) all of Vegeta's problems (Endurance, damage boost, etc)
