Removing from UserInfo List Not Resolving User Profile Cache

At the top-level site, the user is being removed from the UserInfo list. Upon attempting to re-access the site, the user is still encountering access issues, and the same, old cache of their account (an old job title from 4 months ago) re-appears in the UserInfo list.
This is affecting one particular user on one particular site.
User profiles are syncing with Active Directory successfully and changes made to other profiles are appearing in the same UserInfo list.
What are we missing?
