12 Year Old's $300 Setup

My 12 year old brother is looking to get his first nice rod/reel setup.

He's into fishing, mostly bass. He's also into inshore fishing off of piers and jetties. He worked hard last summer and saved up $300 for his first nice setup.

He asked me to help him pick. He doesn't want the name Ugly Stik because it's what he has now.

He's not a particularly rough kid, but he's 12 so it'll take some abuse. Does anyone have a combo suggestion that is pretty durable?

If possible to have something that could also be used for inshore, that'd be great, but he can definitely respect a rod being solely for one or the other.

I want to weigh some options and not just tell him to go Ugly Stik and get over the brand name.

So to summarize, he's looking for a freshwater or inshore spinning setup that's below $300 and able to take a beating if he takes it on his bike.
