What is this structure???

So these are coordinates that lead to Amchitka island. And Amchitka island was a strategic strong point during world war 2 against the Japanese. America created 3 runways and military outposts on the island but on the eastern most portion of the island. These coordinates go to the north west of the island. It seems to be a very large raised platform styled structure with what appears to be pipes on the surface. Considering this island was chosen for testing underground nuclear weapons with the largest underground nuclear weapon being detonated on this island in the middle of nowhere. What is this?
