At the biological level, the military is looking at neurotechnology and brain-computer interfaces to monitor and potentially influence brain activity directly. This includes wearable devices, like the AI-powered headphones being tested by the Air Force, which are designed to track cognitive fitness and mental states in real-time. On the psychological and social levels, AI acts as a massive accelerant by automating "narrative intelligence". Instead of just broadcasting one message, these systems can micro-segment populations to trigger specific emotional responses—like fear, outrage, or distrust—that fracture social cohesion and erode trust in institutions.
The NDAA for FY2026 officially forces the Pentagon to define this domain and set clear boundaries between it and traditional psychological operations by March 31, 2026. The goal is to move from theory to actual operational capability, treating "cognitive superiority" as a measurable standard. This means developing "cognitive indicators" to detect when a population or military unit is under attack, such as sudden shifts in decision speed or the rapid spread of contradictory narratives designed to cause paralysis
